NLP was appointed by Test Valley Borough Council to assess the requirement for new housing in the Hampshire Borough.
Using our HEaDROOM framework, we demonstrated how a range of housing, economic and demographic factors might shape the requirements for new housing. In particular, the analysis considered the demographic implications of a zero-net migration future and the extent to which such an outcome was likely given wider market dynamics.
NLP’s report will form part of the evidence base for Test Valley’s Core Strategy and inform the Council’s housing policy choices.
NLP fully met our requirements in undertaking a study to inform setting our locally determined future housing requirement. We were very pleased with the quality of the research undertaken and the depth of analysis and understanding of the issues, as expressed in the final report.
